What were some of the problems with leadership of Janice's team?

Obviously, this wasn't really a team but probably a group put together so a leader could claim there was a team. If the leader really wanted a team approach, he or she should have been more open about mission and goals. If the teams goal was to find ways to reduce manpower, that should have been stated. Such challenges present an onerous task for organizations, but hiding the true intent doesn't provide any better solutions.

What steps would you take to make this team more effective?

If the team leader wanted a really effective team, he or she should have started out by honestly stating the teams mission and goals. Input should have been solicited and openly discussed rather than suppressed. The team leader should have welcomed disagreement as a healthy way to explore all options. If the team had no real say in the outcome, then there was really no need for a team.
