What steps do you think made Kelly successful?

Kelly took the time to carefully evaluate the situation and formulate a plan before making any drastic changes. She then showed respect for the staff and their experience by discussing it with them and soliciting their input. After implementing the plan, she gave credit back to the staff which should be very helpful the next time she needs to make a change.

What would you have advised Kelly to do if the majority of members had been opposed to the changes she felt were necessary?

If Kelly had met with majority resistance, I would have advised her to solicit and carefully record dissenting opinions. She should ensure she receives concrete comments; not just dissent, but reasons for the dissent. Then Kelly should consider each issue the staff raised and decide if it warrants a modification to her plan. I would strongly advise her to make some changes if at all possible to show good faith, then go back to her staff with the revised plan. She should try to sell it to them and ask for their support, keeping in mind though that she knows changes must be made and she is the one ultimately responsible. She might also consider implementing the plan in stages, starting with a part that elicited the most support.
